United Nation (UN) has no power in the world?

hi all, i 'm just wondeing if united nation (UN) has power over all the countries (esp powerful countries)? United Nation should be an organization which can control over all the countires,but not like doing things as somebody tell from powerful countries. now worse things in the world are getting happening cos of powerful countries and any terroist countries .why isn't UN able to control every countries. so i am thinking of changing the system of united nation by 2019 in order to rule every countries fairly. Who else has any idea and suggestion for these?

pls help me cos i'm new and i totally don't know what to do :)

    UN cannot and should not control all countries. That is not and should not be its mandate or else we would be talking about a one world government which has its own disastrous set of problems. UN should be modified and changed to be more effective, but not thorugh 'controlling' any country.
